In

Manner,
by

editor
Phillip
Hemenway.
This

supplement
is
printed
on
a

windmill
letterpress

Larry
S.
Jackson
who
set
the
lead
type

hand,
one
character
at
a
time. Norman

Ruth
Dean
interviews
Larry
Jackson
for
her
article
"Friends
Helping
Friends
at
the
Arts
Endowment?"
(The
Washington
Star,
January
14,
1979):
"'...
Mary
MacArthur,
I
think
is
a
good
woman.
As
far
as
I'm
concerned
the
NEA
(National
Endowment
for
the
Arts)
program
is
handled
well.'
Jackson's
beef
is
with
the
manner
the
NEA-funded
CCLM
(Coordinating
Council
of
Literary
Magazines)
subgrants
small
presses,
allegedly
favoring
some
over
others
with
consistently
high
grants
year
after
year.
'I
think
there
should
be
a
ceiling
on
the
total
amount
they
receive,'
he
said
'In
fact
I'd
like
to
see
the
system
abolished
in
favor
of
giving
the
money
to
librarians
who
have
some
basis
on
which
to
judge
the
new
literature
coming
out
of
the
small
presses.'" |

Farkas gives Phantasm a two-page glowing review in Magic Changes'
(Schaumburg, Illinois) first edition, writing about issue 19. |
